- so do these cartridges have to be cut at all before use? will these fit another 8.5 mm cig? is this 117*8.5mm including the cartridge or without the cartridge?

You needn't to cut it, just remove the cover by hand before use it. Diameter of these cartridges are 8.5mm but I don't know if it will fit your cigarette or not. 117mm is the whole length incuding cartrifge. Thanks~

Yes, it is. This model of cartridge can be used for HHC00083, HHC00084 and HHC00107. When you are going to use the cartridge, pls remove the white plug in it by hand, it is very easy to be done! Thanks~
